I think sir in general category seat every one is eligible, so for OBC its 27%(minimum) + 40% = 67% at best.

SC = 15(minimum) + 40% = 55%

ST = 7.5(minmum) + 40% = 47.5.

From above you can see every category has minimun ceiling and at best if they can fight in general category also can go grasp all general category seat also.
